QTooltip uses one timeout slot for both anchor-event delays and transition completion. Hover followed by keyboard focus while opening can replace the completion timer with another delayed show(). The model is already showing, so that call is ignored and no replacement completion is scheduled. show never fires and a public QInput.focus() request remains queued. Overlapping leave/blur events can similarly prevent hide completion and portal cleanup.
Use a separate useTimeout() for event delays while retaining useTransitionEnd() for completion and keep-alive deactivation. Actual show/hide handlers cancel pending event delays, preserving the previous behavior when public API calls supersede queued anchor events. The shared transition helper and other popup components are unchanged.
Five new behavioral tests cover hover/focus during opening, overlapping leave/blur during an interrupted opening, unmount cleanup and focus release, and pending delays superseded by programmatic show/hide. Existing keep-alive and popup tests remain intact.
Breaking change?
No. Props, events, slots, methods, defaults, type declarations and API JSON signatures are unchanged. This restores transition completion, portal cleanup and queued focus release. Keyboard-focus, Escape and touch behavior retain their existing contracts.
How was it validated?
pnpm test: all 7,548 tests passed across the six UI suites: unit 7,033; SSR hydration E2E 261; hydration 157; UMD 78; hydration/PWA 8; build/server bundle 11.
pnpm lint, git diff --check, and normal pre-commit hooks passed.
The two transition-completion regressions fail against unmodified dev (missing show / hide callbacks) and pass with this fix.
An isolated test-only mutation removing the new delay cancellation makes both programmatic show/hide tests fail on the actual resulting visibility. No mutation or test exclusion is part of this PR.
Live reproduction, with standalone source. Native hover/Tab/Enter with real timers fails before and passes after the fix in Chromium 153 on macOS. The documentation SFC was separately built and exercised with the same keyboard sequence; its input model also preserves typed text after the deferred blur handler.
Android/iOS devices and Electron were not manually tested. No new regression-sweep scenario or platform-specific branch is introduced.
Docs
The tooltip accessibility page describes overlapping hover/focus during transitions and includes a focused example. The accessibility matrix's existing keyboard summary still applies. No public type or API declaration changed; no generated distribution files, dependency changes or lockfile changes are included.
Summary by CodeRabbit
Bug Fixes
Tooltips now handle overlapping pointer and keyboard interactions more reliably while opening, allowing queued focus changes to complete without interrupting the transition.
Programmatic show and hide actions now cancel conflicting pending delays, helping tooltips respond as expected.
Documentation
Updated tooltip accessibility guidance and added an example demonstrating focus behavior during a tooltip transition.

Walkthrough
QTooltip now manages delay timers separately from transition-end handling. It clears pending delays when show or hide begins. Tests cover delay cancellation, focus transfer, overlapping events, and unmounting during opening. Tooltip documentation adds a focus-during-transition example.

Summary
Separate delay and transition timing ui/src/components/tooltip/QTooltip.js, ui/src/components/tooltip/QTooltip.test.js
QTooltip uses separate delay timers and transition-end handling. It clears pending delays when show or hide begins. Tests cover programmatic show or hide while a delay is pending.
Focus lifecycle coverage and example ui/src/components/tooltip/QTooltip.test.js, docs/src/examples/QTooltip/FocusDuringTransition.vue, docs/src/pages/vue-components/tooltip/tooltip.md
Accessibility tests cover queued input focus, overlapping pointer-leave and blur events, and unmounting during opening. The example and documentation describe keyboard focus during a tooltip transition.
The change is mergeable after normal checks. The previously flagged same-state behavior is unchanged by this PR.

Explanation
Issue #18582 requires transition completion to remain independent from repeated anchor-event delays. QTooltip now uses useTimeout() for event delays and useTransitionEnd() for completion. Show and hide handlers cancel stale event delays. Tests cover opening, interrupted closing, unmount cleanup, queued focus, and programmatic show/hide. The accessibility documentation and example cover the reported focus sequence.

Explanation
The changes remain within issue #18582. The source change fixes QTooltip timing. The tests verify the required regressions. The documentation explains the related accessibility behavior. No unrelated component, API, dependency, or generated-file change is identified.
Full details: Undocumented Breaking Change
Explanation
No public API breaking change is introduced. The diff changes QTooltip timer internals and adds documentation/tests; props, emitted event declarations, slots, and methods remain unchanged. The PR description explicitly states “Breaking change? No,” so the breaking-change label is not required.
