The label limit currently treats every changed file as a separate subsystem match. So a PR that only touches QUIC or crypto can hit the limit and get
lib / srcbefore receiving its specific label.Examples:
lib / src, but notquiclib / src, but notcryptoThis PR counts each subsystem once before applying the limit, and adds a test for it.
