RAC sessions should respect access request lifetimes #27149

Is your feature request related to a problem?

When an RAC application request is approved, a user can start an RAC session, but that session's lifetime may be over the request time, and the user may also request a new RAC token just as the requested application is going to expire and get a fresh RAC session, going over the application request time.
