Preserves genuine cancelled startup failures while retaining suppression of superseded runs, following up on #72405.
Changes:
- Uses check-run annotations to distinguish startup timeouts from ordinary cancellations.
- Preserves startup classification alongside model-configuration errors.
- Adds reporting permissions, regression coverage, documentation, and regenerated workflow locks.
Review identified one blocking issue: generated reporting App tokens receive Checks access but lack the Actions access required to reach the annotation lookup. A dependency-free check confirmed this failure path; project tests and compiler/security scanners were not run.

Follow up on the two review findings from #72405. GitHub can report job-level setup timeouts as
cancelled, so treating every cancelled startup failure as a superseded run hides genuine failures. Clearing collector metadata also loses startup classification when model configuration errors are present.Changes
