Every item passes three independent reviewers before a verdict is issued:
Safety Guardian — "Could deleting this break anything running right now?"
Efficiency Analyst — "Is the size-to-risk ratio worth it?"
Developer Advocate — "Does the dev workflow actually need this?"
All three must approve before an item is auto-deleted. Any single veto → PRESERVE.
