Why are the changes needed?

Close #4470 .

Brief change log

-Scope listDatabases / listTables to the configured warehouse: compare each database's
database.location-uri (and short-circuit listTables for databases outside the
warehouse) against the warehouse value as read back from HMS
(file:///p is stored as file:/p).

How was this patch tested?

  • Add some test cases that check the changes thoroughly including negative and positive cases if possible

  • Add screenshots for manual tests if appropriate
