Share extensions need current folder names even when their supplementary account is not running the main application's managed folder synchronization. Expose a one-shot TelegramEngine.Peers.requestChatListFilters() API using the existing dialog-filter parser.

The request returns remote filters without writing account preferences. Failures complete without emitting so callers can keep cached data. The macOS share extension uses it while its picker is open and disposes the subscription when the request closes.

Validation: the modified TelegramCore dependency was compiled in the local macOS workspace. Focused macOS share tests cover cached-to-remote folder updates, duplicate suppression, and subscription disposal/reopening. An iOS app build was not run.

Draft dependency for the macOS native share-sheet fixes: TelegramMessenger/telegram-macos#137.
