Add rotating gauge/HISQ actions, Dirac, and HMC support.

Modify the common binding files pyquda/quda.pyi, pyquda/src/quda.in.pxd, and pyquda/src/quda.in.pyx. These changes are required to expose angular_velocity and bind the new QUDA rotation-specific interfaces. Ordinary PyQUDA modules remain unchanged.

Validated with:

python tests/test_hisq_rotating_propagator.py
python tests/test_hisq_rotating_force.py
python tests/test_hmc_hisq_rotating.py

The same scripts were also validated with MPI domain decomposition,
including a full HMC run with two GPUs and one MPI rank per GPU.
