I just noticed when opening the context menu of a message in a group chat where I am allowed to pin messages, the "Pin" menu entry is missing. (Tested on Google Chrome and Opera on Windows.) The "Unpin" option is also missing from the overview of pinned messages.
In comparison, the menu item appears in Telegram Android and Web K, so I suspect the issue lies with Telegram Web A.
