Today, the European Commission took another step in the implementation of the €90 billion Ukraine Support Loan,  which will provide Ukraine with essential budgetary support and defence products in 2026 and 2027. The package adopted today includes a proposal for the Council to approve the remaining loan amount of €45 billion for 2027.

President Ursula von der Leyen said: “With today's proposal, we are providing Ukraine with much-needed predictability and helping maintain essential public services. Strengthening support to Ukraine is high on the agenda in Montreal. Together with our allies, we must also do everything in our power to mount pressure on Russia to stop its barbaric war of aggression.”

Following the Commission's positive assessment of the Ukrainian Financing Strategy, which was submitted by Ukraine on 26 October 2026, the proposal for a Council implementing decision adopted today sets out the provision of the remaining €45 billion to Ukraine by 31 December 2027.

The support will be allocated to:

The budgetary support will be underpinned by strong conditions related to the rule of law, the fight against corruption, economic resilience and sustainability.

Next steps

The Commission's proposal for a Council Implementing Decision for approving assistance to Ukraine for 2027 will now be submitted to the Council for adoption. Based on this proposal, Member States will decide on the allocation of support under the Ukraine Support Loan for 2027, including through the Ukraine Facility, Macro-Financial Assistance and defence industrial capacity. As noted above, and in line with other EU financial support to Ukraine, the instrument will be accompanied by strong safeguards and conditionality, including on the rule of law, anti-corruption and the protection of the Union's financial interests.

Following the adoption of the available financial assistance by the Council, the Commission will take the necessary steps to ensure that disbursements to Ukraine can take place in early 2027.

Background

Since the start of Russia's war of aggression against Ukraine, the EU and its Member States have provided €231.6 billion in overall support to Ukraine, including €3.8 billion from the proceeds of immobilised Russian assets - more than any other partners.

In February 2026, the European Parliament and the Council adopted Regulation (EU) 2026/467, establishing the Ukraine Support Loan. The €90 billion Ukraine Support Loan covers Ukraine's needs over 2026 and 2027. Of the €90 billion, €60 billion is for strengthening Ukraine's defence capabilities and defence industrial capacity and €30 billion is in budget support to help keep the state functioning, maintain essential public services and strengthen economic resilience. Following Ukraine's submission of its 2026 Financing Strategy in March 2026, the Council adopted an implementing decision on 23 April 2026, allocating up to €45 billion for 2026. This includes €16.7 billion in budget support, split equally between the Ukraine Facility and Macro-Financial Assistance, with each amounting to up to €8.35 billion, and €28.3 billion for defence industrial capacity. Of this, €19.8 billion has already been disbursed €3.2 billion as macro-financial assistance, €15.8 billion for defence procurement, and €800 million channelled through the Ukraine Facility, following the satisfactorily completion of reforms.

With today’s proposal, we are providing Ukraine with much-needed predictability and helping maintain essential public services. Strengthening support to Ukraine is high on the agenda in Montreal. Together with our allies, we must also do everything in our power to mount pressure on Russia to stop its barbaric war of aggression.

Ursula von der Leyen, President of the European Commission

The futures of Ukraine and Europe are bound together, with Ukraine being granted official candidate status for membership of the EU. I welcome today’s decision to move ahead with the implementation of Ukraine Support Loan with the provision of €45 billion in financial support in 2027. This is more than an act of solidarity. It is an existential investment in a stronger, safer Europe. It will help sustain Ukrainian civilians enduring a long and brutal war, power reforms to prepare Ukraine for EU membership, and equip Ukraine’s armed forces to defend our freedoms on Europe’s front line. It sends a clear signal to the world that when it comes to standing with Ukraine, Europe is determined and cannot be deterred. We call on Ukraine’s international partners to deliver on their share.

Valdis Dombrovskis, Commissioner for Economy and Productivity; Implementation and Simplification

Europe will continue defending of Ukraine as long as it takes. Ukraine urgently needs receiving drone interceptors, ammunition, missiles and radars for its air defence. We will work further to accelerate production and timely execute deliveries from the EU defence industry.

Andrius Kubilius, Commissioner for Defence and Space

As Russia continues its relentless attacks, we are delivering on our commitment to keep Ukraine strong with predictable support. This funding must also further lay the foundations for lasting prosperity, supporting reforms that strengthen Ukraine’s economy and advance Ukraine’s path to EU membership.
