What exactly constitutes "diplomatic relations"? Is it solely an envoy of ambassadorial rank? I ask because while this article says Belgium opened diplomatic relations with Australia in 1947, the sources cited give no indication that the ambassador appointed that year was the first Belgian envoy to Australia. Other sources state the existence of Belgian consulates at Sydney, Melbourne and Brisbane as far back as the 1850s and 1860s. He was the first ambassador (minister). Diplomatic relations begin when either the first diplomatic envoy (ambassador or charge d'affaires) presents their credentials or if the two countries sign a joint communique.
