This page details and/or previews updates to PayPal users of changes to the United States PayPal User Agreement or other online agreements, policies, or statements that require notice. You can also review Past Policy Updates notices. Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.

Upcoming Changes

We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed

Please carefully review the notices below and familiarize yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the user agreement.

Issue: March 9, 2026

Amendments to the PayPal Rewards Program Agreement
Effective: August 1, 2026

Please note that certain features of the PayPal Rewards Program are being updated as follows:

• The option to redeem PayPal Rewards Points for cash back into your PayPal balance account or directly into a linked bank account or linked debit card will be discontinued.
• The option to redeem PayPal Rewards Points for cash back deposited into a PayPal Savings account will also be discontinued.

If you would like to redeem your PayPal Rewards Points using either option listed above, you must do so before 11:59 PM Pacific Standard Time on August 1, 2026. Alternatively, you may explore other available options to redeem your Rewards Points, for example, by redeeming at checkout.

Please also note that on or after June 29, 2026, participation in and receipt of future program benefits may require your enrollment or opt-in through the PayPal app, website, or during checkout (for example, by taking a specific action or checking a box).

Amendments to the PayPal Balance Long Form Disclosure
Effective June 29, 2026:

• The percentage fee for Check reload (faster check loads, payroll and government checks) will be increased to 2%. The minimum fee for Check Reload will be increased to $6.00.

Amendments to the Commercial Entity Agreement
Effective June 29, 2026:

• The Commercial Entity Agreement is being amended to reflect the member banks that may process card payment transactions, consistent with the requirements of the card network rules.

Amendments to the PayPal User Agreement and the Merchant Fees page
Effective June 29, 2026:

• The section titled “Receiving Funds, Holding a Balance, or Transferring Funds” of the PayPal User Agreement is being updated to clarify the terms for Add Cash at Store and Cash a Check features for business accounts. Corresponding updates regarding applicable fees will also be made to the Merchant Fee page.
