Small- and medium-sized firms bear the brunt of uncertainty, and employment at those firms declined in Q2. While tariff and economic policy uncertainty has pushed businesses to pause investment and hiring decisions, not all firms are affected equally. For large- and (some) medium-sized firms, aggregate employment continued to grow in the second quarter, albeit more slowly than it did at the start of the year.
