About us
The Massachusetts Chemistry & Technology Alliance (MCTA) is the leading voice for the interests of Massachusetts businesses that rely on chemistry. Its mission is to educate the public on chemical and science-related issues, and to advocate for well-thought out policies, regulations, and legislation. MCTA is the industry's advocate on legislative and regulatory initiatives that advance its members' interests, support their economic viability, and promote the protection of public health and the environment. The organization supports science-based decision making, and works with its members to provide decision-makers with the facts they need to make informed decisions. MCTA works directly with elected and appointed officials to increase their awareness of the industry, its contributions to the Commonwealth, and the issues that impact its economic viability. MCTA's members range from large companies that compete in the global marketplace to small specialty operations. Other industry organizations and professionals who provide services to the industry are also included in its ranks. MCTA keeps members informed of local, state, and national issues and reports that have an impact on the the industry through newsletters, alerts and monthly conference calls with the Government Affairs Committee. The organization also sponsors continuing education programming and well as special events featuring high level government officials and networking opportunities.

** New Version of PFAS Bill Filed in Massachusetts ** TURA Reform, EPR & Plastics Bills among 6,000-plus Bills Filed before Filing Deadline ** Still Time to Register for MCTA's Tuesday's Lunchtime Seminar on EPA's Proposed Stormwater Regulations The 2025-2026 Legislative session off to a big start! Now that the January 17 bill filing deadline for the 2025-2026 has passed, MCTA is hard at work reviewing the 6800+ docketed bills to identify those that impact our members. As expected, An Act to Protect Massachusetts Public Health from PFAS (HD 4087 and SD 2403) was filed in both the House and Senate. Last session, MCTA's team worked hard to dramatically change the two omnibus PFAS bills, both of which died when the session ended. Although several provisions that MCTA fought to have removed have been removed or modified in the 2025-2026 bills, a quick review shows that there is still a lot of work to be done. The focus of the 30-page bills has been narrowed to phasing out food packaging, consumers products, children’s products, personal care products and some others that contain intentionally added PFAS. The bill does NOT include the "all-other category" that was a major concern to MCTA members nor does it address unintentionally added PFAS except in so-called "priority products," or those specifically mentioned in the legislation. Importantly, however, in each category there are now several exceptions suggested by MCTA including exemptions for medical devices, drugs, and products regulated by the FAA and defense department, among others. All products containing intentionally-added PFAS will still have to be registered with the Department of Public Health by 2028. The bill also contains sections addressing PFAS in agricultural products and water and wastewater sludge and firefighting gear and firefighting foam. In other topics, a MCTA-supported bill to make money and time saving procedural changes to the Toxics Use Reduction Act (TURA) has been filed (HD1716 and SD888). This bill is particularly important this session as MCTA believes that that TURA program will soon be proposing large fee increases. MCTA strongly believes that much-needed changes to the TURA program are must accompany any proposal for a fee increase. MCTA will continue to review these and other bills and will further update members as more information becomes available. We will also be holding a legislative briefing on February 11th at 11 am. Lastly, there still time to register for MCTA's for a virtual lunchtime seminar on Tuesday, January 21st, from noon to 1 pm to hear about two draft permits applicable to stormwater discharges from facilities in Massachusetts.
