Congratulations Christina Montoya-Halter, Communications and Marketing Manager at El Paso Water, for being named to the #20forWRTX20 list—the top 20 water champions who have been instrumental in growing reuse in Texas over the past 20 years. Christina likes to say water chose her nearly 20 years ago—when she made the move from successful broadcast journalist to leading EPWater’s communications team (at a time when water communications professionals were few and far between). Ever since, she has been using her voice to shine a light on the work utilities do to provide safe and reliable water, how reuse can play a part, and the pivotal role communications has in making all of it possible. WRTX is grateful that her shift in career paths also led her to us. As a Board member for nearly 10 years and now leading the helm as WRTX President, Christina brings a unique perspective and important set of skills. Christina knows that communication, advocacy, and outreach are just as important as the science and technology behind water projects, and she is leading WRTX with that in mind. As President, she is increasing resources and events to meet the needs of members and the Texas reuse community, expanding coordination with agencies, and building a stronger legislative presence, including recent testimony on key reuse issues and member needs. In her current role at EPWater, Christina manages the communications program for their direct-to-distribution Pure Water Center, set to launch in 2028, which will be the first of its kind, not just in Texas, but nationwide. The multi-faceted outreach program received the 2016 American Water Works Association Public Communications Award. Christina has spoken at dozens of water industry conferences on the outreach program as well as the need for water providers to employ strategic communications as part of their services. In her time at EPWater, Christina has seen—and been a part of—a lot of change. She reflects on this saying, “I’ve seen the water industry embrace the importance of communications and outreach. Communications professionals now have a seat at the table, and that’s very exciting.” WRTX thinks it’s exciting too, and we can’t wait to see what Christina does in the next 20 years! #WRTX2025 #onewater #water #waterindustry

El Paso Water is focusing on cultivating the next generation of water and wastewater plant leaders. The progress comes almost two years since the groundbreaking Western Technical College El Paso, Texas, The Trust for the Americas, STTE Foundation North American Development Bank and Microsoft training program supplied about 80 apprentices for EPWater plants.
