Converse Consultants’ Southern California Environmental Managing Officer Norman Eke and Principal Geologist Michael Van Fleet attended the CalEPA Vapor Intrusion Kickoff Workshop last Thursday via Zoom. CalEPA staff gave a vapor intrusion update, topics included development of a Conceptual Site Model (CSM), and the best practices to complete the CSM. The attached slides were part of CalEPA’s presentation during the workshop. The Vapor Intrusion Kickoff Workshop also featured a public panel for discussion, followed by breakout sessions and a Q&A session. The focus of these breakout sessions was for CalEPA staff to gain feedback that will help shape future Vapor Intrusion Workshop series, tentatively planned for Fall 2025 through Spring 2026. Participating agencies include State Water Resources Control Board, Office of Environmental Health Hazard Assessment (OEHHA), California Department of Toxic Substances Control. More specific topics of the breakout sessions were: - Conceptual Site Model and Best Practices for Vapor Intrusion Sites, - Vapor Intrusion in the Community, - Path to Closure for Vapor Intrusion Sites, - Collective Decision-Making with Vapor Intrusion Partners, and - Vapor Intrusion Data in GeoTracker. Soil contamination occurs when chemical substances are released into the soil and may pose risks to human health and the environment. Common types of contamination include petroleum hydrocarbons (from oil spills), and organic solvents (from industrial discharges), metals (from industrial waste), and pesticides (from agricultural activities). Converse provides assessment and remediation recommendations. The methods vary depending on the contaminant characteristics and level of risk. Phase I Determination – Concern versus REC Environmental Due Diligence protects landowners from liability for impacts resulting from prior owners/uses, or offsite property uses. It is done by completing a Phase I Site Assessment per ASTM 1527 to demonstrate a process known as All Appropriate Inquiry (AAI), which is the legal means of protecting yourself from inheriting environmental liability. The AAI must be completed by an Environmental Professional (EP) who must have certain education, certifications, and/or experience. (In Nevada, an EP must also be a Certified Environmental Manager.) The EP must be able to exercise professional judgment to develop opinions and conclusions regarding conditions indicative of releases or threatened releases for a property. ASTM 1527 allows the EP to make judgement calls as to when to and when not to elevate a concern to a REC (Recognized Environmental Condition). Not every concern is a REC, and it takes a seasoned EP to be able to leverage the ASTM standard to suit the best interests of the user given the site use.
