Web UI v3: a button to switch the liquid glass off and on

Next to the theme toggle: off, the page is the v2 look (tweb's). The glass applies under html.glass only (the
tokens, the global skin, the glass sections of the CSS modules); the light field and the lens are rendered only
while it's on. The choice is kept in localStorage (on by default) and applied before the first render; the QR
code is redrawn on the colours of the other look. "Liquid Glass" in every language (the name of the material).
