Add cortecs as an API Provider

Cortecs delivers a router solution with a strong focus on European data compliance and designed to run large language models securely across a sovereign, scalable, and privacy-first network. Powered by the principles of Sky Computing, it routes workloads dynamically across multiple clouds, optimizing for speed, cost, and availability, while eliminating vendor lock-in and infrastructure complexity.

Currently the router solution cortecs can only be used through OpenAI Compatible API.
I would like to add a native integration for this provider into Kilo Code.
