首次创建发卡机构账号时，该账号处于演示模式。在演示模式下，您只能向以下 Google 钱包用户发放卡券：其账号对您的发行方账号拥有“管理员”或“开发者”角色，或者您已在 Google 钱包控制台中将其添加为测试账号。
获得发布权限后，您的卡券也会移除“[仅限测试]”注释。
如需向任何 Google 钱包用户发放卡券，您必须申请发布权限。Google 钱包团队会审核发布权限申请，以确保卡券发行方满足某些前提条件。
前提条件
在申请发布权限之前，您必须完成以下步骤：
完善您的商家资料
您的商家资料会向 Google 钱包团队提供有关您商家的基本信息，并帮助验证您的发卡机构账号是否属于真实的企业、组织或个人。
如需完善商家资料，您必须提供商家信息，并设置付款资料或选择现有付款资料来标识您的商家。
如需完善您的商家资料，请前往 Google Pay 和钱包控制台，然后点击左侧导航栏中的“商家资料”。
创建至少一个 Passes 类
几乎所有卡券类型都需要使用 Passes 类向 Google 钱包用户发放卡券。您必须先创建至少一个卡券类，然后才能获得发布权限。如需详细了解卡券类，请参阅卡券类和对象概览
随时准备好通行证屏幕截图
在申请发布权限之前，请准备好卡券、卡券详情页面以及包含“添加到 Google 钱包”按钮的页面在您的应用/网站上的屏幕截图。
